- Bump packageManager to pnpm 11.0.8
- Bump lint-staged to ^17.0.2
- Move build-script allowlist to pnpm-workspace.yaml (pnpm v11 format)
- Fix Dockerfile to work with pnpm 11: set CI=true, use --ignore-workspace
on offline install so workspace package manifests are not required
